White House Pushes to Pass CLARITY Act in September
The Trump administration remains committed to passing the CLARITY Act in September, despite the Senate delaying action until after its August recess. Patrick Witt, executive director of the President’s Council of Advisors for Digital Assets, said Tuesday on X that the administration would continue negotiating with Democrats until the September vote. He added that it could not afford to wait forever. The legislation would establish a federal market structure for digital assets. It includes rules defining when crypto tokens fall under securities or commodities laws and how trading platforms are regulated. The Senate is expected to hold a cloture vote in mid-September. This procedural step requires 60 votes to advance the bill toward a final vote. Several disagreements remain unresolved. Lawmakers have not announced a solution to Democratic demands for stricter ethics provisions targeting crypto interests linked to Trump. Banking groups have also sought changes to rules that could allow companies to pay rewards to stablecoin holders. How the legislation treats stablecoins and their rewards may be closely watched by Somalis interested in the future of cross-border payment services.
