The Trump administration has issued a new presidential memorandum on space transportation, replacing a 2013 directive with a plan designed to handle a massive projected increase in rocket launches over the coming decade. The policy explicitly calls for the establishment of a new spaceport on federal land, aiming to prepare the United States to support more than 1,000 orbital launches and reentries annually by the year 2030. This target represents a significant expansion driven by military and commercial demand for space-based targeting, orbital data centers, surveillance, and global communication networks. The United States launch sector has expanded rapidly since former President Barack Obama signed the previous policy in 2013. Last year, the country recorded 176 orbital launch attempts, representing a nearly tenfold increase over the volume seen in 2013. SpaceX accounted for the vast majority of this traffic, executing 165 orbital launches with its Falcon 9 rocket alongside five suborbital test flights of the larger Starship vehicle. The new policy states that its updated guidelines will secure continued American superiority in space. To manage this congestion, the memorandum directs NASA and the Pentagon to coordinate their infrastructure investments and increase the capacity of existing federal launch ranges. The policy requires these agencies to implement more efficient scheduling criteria that balance government missions with commercial needs. It also mandates the regular publication of range schedules to ensure resources are allocated transparently; under the current system, most rocket launch schedules remain private until just a few days or weeks before liftoff. Beyond managing existing facilities, the White House is instructing the Department of the Interior to identify available federal lands that can serve as an additional designated launch and reentry site. The government also plans to integrate space traffic more closely with air traffic control modernization efforts and will designate specific priority airspace corridors for critical launches. This land search follows a separate effort last month by the Interior Department’s Bureau of Ocean Energy Management, which asked for public comment on using abandoned offshore oil rigs and submerged lands for sea-based space operations. The directive for a new land-based site aligns with the findings of an unreleased Pentagon study, which concluded that the US government requires a third site capable of handling heavy and super-heavy rocket launches. Air Force Secretary Troy Meink discussed these findings during a House Armed Services Committee hearing in May, stating that a new site is necessary to provide operational resiliency and relieve severe capacity limitations at the existing Cape Canaveral facilities. During the same May hearing, General Chance Saltzman, the highest-ranking officer in the Space Force, noted that the military must increase its capacity and establish geographic independence so operations are not strictly tied to the country's two primary launch ports. The new policy addresses this by pushing for responsive launch operations, setting a goal to deploy high-priority payloads into orbit within 48 hours of a request. These rapid launches could potentially take place from remote, expeditionary locations using portable infrastructure currently being developed by commercial aerospace companies like Astra and Rocket Lab. The presidential memorandum also formally supports NASA’s ongoing initiatives to use commercial transportation for missions to and from the Moon, and it directs the agency to back future robotic and human expeditions to Mars. Additionally, the policy reinforces ongoing government efforts to expand commercial access at federal ranges, speed up environmental and permitting reviews, and implement user fees for commercial aerospace companies operating out of military and NASA spaceports. While this infrastructure expansion occurs within the United States, the resulting surge in orbital data centers and communication satellite deployments directly impacts the availability and pricing of satellite internet across Somalia and the Horn of Africa, where local telecom operators rely on orbital networks to reach communities beyond major cities.
