Somalia's Federal Supreme Court has voided the entire Galmudug local and assembly election results, ruling that irregularities compromised the integrity of the exercise and its final tally. Rejecting a partial remedy limited to particular districts or returns, the judges directed the National Independent Electoral and Boundaries Commission to organise a fresh vote in the state. The court required a swift rerun in compliance with the constitution, electoral law and related rules, but set no date. The timetable therefore remains with the same commission that administered the annulled ballot. The decision removes the August 3 results' legal effect, while retaining an interim arrangement intended to avoid an administrative vacuum. Officials currently holding local-government posts across eleven districts in the Mudug and Galgaduud regions will remain until lawfully elected successors take office. The judgment does not explain what decisions those interim officials may lawfully make, or the status of decisions made since August 3. The scale of the annulled returns was substantial. When the commission announced the results on August 3, the Justice and Solidarity Party had secured 135,247 of 193,451 valid votes and 63 of the 189 contested seats. Towfiiq followed with 26,003 votes and twelve seats, Sincad with 12,862 votes and six seats, and Karaamo with 10,668 votes and five seats. Against a register of 215,860 voters, the figures implied turnout close to 90 percent. Polling day had already been moved from July 25 to July 30. The figures faced immediate opposition. Towfiiq formally rejected the council and assembly results, while the Galmudug administration had previously refused to accept ruling-party representatives appointed for Galkayo and Cadaado. Critics questioned the electoral body's independence during months of disagreement between federal officials and the state government over how the process should be run. The commission later certified a landslide for the party of the president who appoints its budget. The political prize lay above the council and assembly seats. A cooperative chamber in Galmudug was the route through which Liban Ahmed Hassan, the former militia commander known as Shuluq and backed by Villa Somalia, was expected to reach the state presidency without a contest that could defeat him. The annulment removes the assembly that was meant to elect him, leaving a presidential timetable that was already overdue dependent on an unscheduled rerun. The ruling differs from the same court's recent handling of Southwest State. Federal troops entered Baidoa on March 30, Abdiaziz Hassan Mohamed Laftagareen resigned within hours, and Aden Madobe moved from the federal parliament's speaker's chair to the state presidency through a managed vote in June. The judiciary certified that outcome despite objections from a state administration removed before a judge examined the paperwork. In Galmudug, however, the court has interrupted a process the federal government had defended. The consequences extend beyond Mudug and Galgaduud. As the first annulled result of the direct-voting era, the decision weakens federal ministers' argument that a national direct election can be held on schedule. Galmudug has previously seen armed civilians oppose federally imposed electoral arrangements in Cabudwaaq. It also sits along the Galkayo fault line, where Puntland forces remained on alert, while al-Shabaab and Islamic State fighters operate within reach of both regions. For people in Somalia following the prospect of direct elections, the immediate reality is local government continuing without a confirmed electoral mandate. Until the commission sets a date and completes the rerun, daily administration in Mudug and Galgaduud remains with interim officials, while durable decisions on local services and district budgets await representatives chosen through a lawful vote.
